Dicas para escolher candidatos a Prefeito e a Vereador

As eleções estão próximas e é muito importante saber as atribuições de cada cargo para você fazer a escolha do seu candidato. Examinar a vida pregressa do candidato. A proximidade com o político torna mais fácil o processo de escolha do candidato. Às vezes o candidato é um comerciante local, uma liderança de alguma entidade, um profissional conhecido, alguém que talvez está na esquina de casa.
A filtragem de um candidato “ficha suja” ou “ficha limpa” cabe mais ao eleitor do que à Justiça Eleitoral, já que o único impedimento que a lei coloca ao candidato em relação ao seu passado é não ter condenação transitada em julgado, ou seja, não ter sentença condenatória definitiva (sem possibilidade de recurso).
A dica sobre a vida pregressa não se refere apenas a processos, escândalos e denúncias de corrupção, mas também a compromissos assumidos em eleições passadas e promessas formuladas (cumpridas ou não).
Também vale verificar a atuação anterior do candidato, antes de ele se tornar um político. “Servidor público não se faz do dia para a noite. Tem que analisar se ele teve atuação comunitária, se é uma pessoa com sintomas claros de liderança, se é uma pessoa com sinais evidentes de ser solidário com as pessoas que precisam”, explica diretor-executivo da União dos Vereadores do Brasil (UVB), Sebastião Misiara.
Por dentro das atribuições:
O vereador precisa conhecer o funcionamento do município, o orçamento e a lei orgânica da cidade porque, além de propor e votar projetos de lei, vai aprovar e fiscalizar a aplicação do dinheiro que a cidade tem em caixa e analisar as contas do prefeito.
Apenas boas idéias também não bastam para o candidato a Prefeito, o bom gestor deve conhecer as leis, o orçamento, ter boa capacidade de avaliação e criatividade.
Se você escolher um mau gestor, ele afunda [o município] não só por aquela gestão, mas por muitas décadas, porque os efeitos são prolongados. Terminou aquele improviso. Tem que entender e planejar, saber quanto arrecada, quanto gasta e como é que se gasta.
Entender o funcionamento do município e as atribuições de cada cargo também é importante para o eleitor, principalmente para se saber reconhecer falsas promessas.
Não é difícil encontrar um candidato a vereador que prometa fazer obras. É bom lembrar que isto não é função do vereador, mas sim do Prefeito. “Eles chegam e dizem: ‘Vou fazer uma escola, vou fazer uma creche’. Mas não pode!
Procure se aproximar do candidato, conhecer seu partido e suas propostas básicas é tão importante quanto olhar a propaganda de forma crítica.
