À DECISÃO DOS VEREADORES PELO PORTO NO MAICÁ, um santuário ecológico, berçário natural de diversas espécies da fauna aquática e aves, polo de visitação turística e fonte de renda para mais de 1,5 mil famílias (VAZ, 2016) .
Ao voltar a autoriza-lo, a Câmara passou por cima da Plenária final de Revisão do Plano Diretor Participativo, que reprovou a ideia depois de meses de intensos debates entre os mais diversos setores da sociedade — empresariais, acadêmicos, entes públicos e organizações sociais.
A questão nem é ser contra novas zonas portuárias. Só que ao forçar a barra pra que seja no Maicá, a judicialização será inevitável, uma região que envolve áreas de proteção ambiental e terras quilombolas. E por aí Santarém não terá um porto tão cedo – isso numa cidade já traumatizada com o imbróglio do Loteamento Buriti.
Com apenas o terminal da Cargill na orla principal, é compreensível que os sojicultores pressionem por mais um porto pra que deixem de ser reféns de uma única empresa – há ainda o aumento da demanda, o asfaltamento da BR 163… Foi sob esse entendimento que o Plano revisado de 2017 encaminhou o mapa do caminho para uma nova área portuária. Seria definida num prazo de até 12 meses após estudo elaborado por grupo técnico multidisciplinar, formado por membros da sociedade civil e do poder público.
Se a Prefeitura tivesse sido mais ágil, se antecipado e instalado o Grupo, quem sabe já teríamos uma solução acordada e definitiva. Se alguns dizem Curuá-Una, outros Ituqui, o desafio está em buscar as alternativas menos impactantes e mais inteligentes, no sentido de se implementar a infraestrutura necessária de forma planejada, para que não tenha que depois ser refeito num caminho sem volta.
Sendo de preferência numa região periférica, seguiria a tendência mundial de deslocar as zonas portuárias para fora dos centros urbanos, evitando o caos, a violência, o transito… Nada mal que se aproveitasse a deixa e pensasse em incentivos pra mudar também o Terminal da Cargill para lá, revitalizando a área ocupada pelo porto atual, transformando-a em espaço público nobre para usufruto de todos santarenos, a exemplo do que vem acontecendo em outras cidades.
Já que no Tapajós o tal “progresso” demora mais para chegar, que se comece pelo futuro, pelo que se tem de melhor, mais updated, pelos acertos, e não pela repetição dos erros passados lá fora.
O que está em jogo não é o desenvolvimento, mas qual caminho seguir, se para muitos ou para poucos, se pra frente ou pra trás, se para passar ou para sempre…
