XIII Teia Cabocla: Desafios do território, como enfrentá-los?

Ultimo dia da Teia Cabocla define metas e estratégias para superar desafios

No último dia (07/12/2013) da XII Teia Cabocla foram finalizados os trabalhos de discussão sobre o desenvolvimento territorial e desafios da juventude na Reserva Extrativista (Resex) Tapajós – Arapiuns. As atividades nos três dias foram desenvolvidas a partir da seguinte trajetória: relembrar as lutas sociais pela conquista do território, avaliar os atuais desafios e como o jovem lida com eles e por último estimular a sugestão de estratégias concretas para superar os desafios identificados durante o encontro.
Tais estratégias concretas tem relação direta com ativismo e para auxiliar na elaboração dos planos, os participantes da Teia Cabocla tiveram um bate papo com Marcelo Marquezine da Escola de Ativismo. A Escola de Ativismo é uma organização que dá suporte a diversos movimentos sociais em todo o Brasil e o ativismo é a prática da luta por um bem comum. Marquezine deixa claro porém, que essa luta não pode ser confundida com violência. “Temos que saber o limite do que fazer para não chegar à violência. Por mais justo que a causa possa parecer é preciso sempre evitar a violência”, explica Marcelo.
Um bom exemplo de ativismo foram as manifestações de julho deste ano no Brasil, onde um movimento, pela redução da passagem de ônibus em São Paulo, desencadeou diversos outros manifestos que mobilizaram, segundo o IBOPE, 12 milhões de pessoas em todo Brasil. Marcelo usou este exemplo para explicar que a prática do ativismo demanda um bom planejamento e é necessário evitar manifestações motivadas apenas por empolgação. “Vamos ser ativistas, mas não no ‘oba oba’. Tem que ter tática, estratégia. É preciso saber se é a hora certa daquela ação e nunca entrar de peito aberto, se necessário procure um advogado antes.”, enfatiza.
O ativista ressaltou ainda que em qualquer ação é necessário pensar em comunicação, chamar atenção para a causa. É importante que os objetivos e reivindicações sejam claros e definidos. Hoje em dia o ativismo está muito ligado à internet pela facilidade que a rede proporciona em desenvolver esta comunicação necessária, além de compartilhar informações e criar conexões.
Ações concretas propostas na Teia Cabocla
A partir das dicas de ativismo os participantes do evento se reuniram em cinco grupos de trabalho para traçar metas específicas de ação sobre os temas: participação juvenil, educação (ensino médio de qualidade), trabalho e renda e acesso à informação/direito à comunicação. Esta última etapa do evento se justifica pelo princípio de que não basta apenas levantar e reconhecer os problemas existentes, mas também é necessário partir para ação almejando alcançar as mudanças necessárias.
Temas discutidos na última atividade da Teia Cabocla:
Organização e mobilização juvenil:
Este tema é relacionado ao fato de muito jovens não se interessarem pelos movimentos sociais, reuniões de sindicatos e outros grupos de mobilização. Durante o encontro de gerações da Teia Cabocla, que reuniu antigos e novas lideranças em uma mesa redonda, o jovem João Paulo citou esta problemática. “Falta engajamento de muita gente e recebemos muitas críticas por conta desses jovens que não se interessam na defesa do território. Temos muitas dificuldades de fazer as pessoas entenderem que é preciso lutar pelo bem comum”, ressalta a jovem liderança.
Nos grupos de trabalho os jovens identificaram que o problema ocorre, principalmente devido a falta de apoio dos pais, que não incentivam a participação dos filhos e também pelas reuniões não atraírem as atenções dos jovens. Como solução foi proposta que haja reuniões específicas para a juventude que envolva música, dança e outras atividades que atraiam os jovens. Os próprios jovens tomarão à frente para que as mudanças ocorram.
Trabalho e renda:
A dificuldade no acesso à educação de qualidade e a falta de capacitação técnica dificultam a busca por alternativa de geração de renda nas comunidades da Resex. Os participantes destacaram que é preciso estimular o espírito empreendedor do jovem para aproveitar o que pode ser feito com recursos disponíveis na comunidade para gerar renda, mas que é também preciso ter acesso a mais cursos de qualificação em empreendedorismo para inclusão produtiva. O grupo que trabalhou o tema propôs ainda a formação de uma cooperativa mista, dentro do Programa Floresta Ativa do PSA. Esta cooperativa proporcionaria mais renda através do trabalho coletivo e utilizaria de forma sustentável os recursos disponíveis na Resex.
Meio Ambiente:
O principal objetivo da Resex é garantir a conservação dos recursos tradicionalmente utilizados pela população extrativista da área, por isso a preservação do meio ambiente deve sempre ser discutida. A grande problemática relacionada ao tema é que certos fatos, que vão de encontro com o objetivo da Resex, estão passando despercebido pelos moradores das comunidades. Podem ser citados exemplo como a aproximação de madeireiras que invadem os limites da reserva e a construção de hidrelétricas no alto Tapajós.
O grupo que conduziu o tema questionou que este fatos, apesar da importância, não são contextualizados nos jornais e rádios das comunidades e sugeriu criar uma rede de comunicação do meio ambiente para que haja um fluxo de informações entre as comunidades.
Educação:
A dificuldade no acesso ao ensino médio faz com que muitos jovens deixem suas comunidades e migrem para Santarém com a intenção de concluir o ensino básico. Já nas comunidades onde existe acesso ao ensino médio este é ofertado na modalidade modular. De acordo com os jovens da Resex o ensino modular, apesar de ser uma alternativa para concluir o ensino básico, não é adequado.
É necessário que o jovem lute por uma educação de qualidade. O grupo que se aprofundou no tema propôs as seguintes ações para iniciar um movimento por uma educação melhor: Expor a realidade educacional para as comunidades, pautar o assunto em movimentos sociais, nas entidades representativas e organizações sindicais e criar um grupo de estudo e pesquisa sobre o tema. O objetivo desta última proposta é ter um embasamento científico que comprove o problema e identifique o real cenário da educação nas comunidades. Além disso devem lutar por um modelo de ensino médio voltado para os potenciais produtivos da Resex, mais focada, por exemplo, na profissionalização do jovens para o manejo dos recursos naturais.
Para se avançar nas metas seriam utilizadas as redes sociais para expor a situação e criar espaços de discussão com o tema a “escola que queremos”.
Acesso à informação e direito à comunicação
O acesso à comunicação hoje é uma das formas mais eficientes de se fortalecer as lutas sociais em busca do bem comum. Como enfatizou Marcelo Marquesine da Escola de Ativismo, em qualquer ação é necessário pensar em comunicação.
Nos últimos anos houve avanços significativos neste sentido dentro da Resex com a instalação de telecentros e ampliação da cobertura telefônica. Porém, ainda há muito o que se conquistar. Nesta perspectiva se propôs intensificar a cobrança pela agilidade na instalação de novos telecentros. Uma forma de pressionar por esta agilidade é expor os problemas na imprensa local e denunciar através de vídeos e postagem nas redes sociais
Outra proposta é se organizar para que se conquiste a concessão de sinais de rádios comunitárias, transformando rádios postes em FM. Outro bandeira de luta é cobrar a ampliação do Programa Luz Para Todos para facilitar a utilização de aparelhos eletrônicos de comunicação. Chama a atenção o atraso da implementação do Programa Telecentros.BR que já entregou equipamentos e mobiliários para vários Telecentros Comunitários mas entraves burocráticos impedem a instalação desses espaços de acesso à informação, cultura, educação e comunicação. Como proposta os jovens indicaram a organização de uma campanha nas redes sociais e abaixo assinado para dar visibilidade ao problema.
Protagonismo juvenil
A grande lição deixada pela XII Teia da Comunicação é de que o futuro da Resex está nas mãos dos jovens. As decisões tomadas hoje, bem como as atitudes adotadas, influenciarão diretamente no desenvolvimento territorial da reserva.
O jovem tem a força, audácia e motivação para superar os desafios e mostrou, que ao contrário do que se pensa, está disposto participar ativamente da luta pelo bem comum.
