Rio + 20: O rascunho do futuro em 49 páginas

“Vamos ser claros: as negociações multilaterais demandam dar e receber” – declarou esta tarde o secretário-geral da Rio+20, Sha Zukang, ao anunciar a conclusão das negociações para fechar o rascunho final de “O Futuro que Queremos”, documento que será apreciado e possivelmente modificado a partir de amanhã pela cúpula de governantes da Conferência das Nações Unidos sobre Desenvolvimento Sustentável. A franqueza da mensagem do chinês, pouco usual na tortuosa linguagem diplomática, é provavelmente uma forma de se antecipar às numerosas críticas ao tom genérico e à falta de ambição do texto, “produto de intensas negociações prolongadas”.
O rascunho a ser apreciado pelos governantes tem 283 parágrafos divididos em 6 capítulos (cerca de 50 páginas). O texto enfatiza a necessidade de renovar compromissos assumidos nos tratados de temática ambiental celebrados pelas nações a partir da Conferência de Estocolmo em 1972, reconhecendo que foi inconsistente o progresso na implementação do desenvolvimento sustentável e da erradicação da pobreza desde a Eco-92.
Apesar desse reconhecimento, o capítulo “Economia Verde no Contexto do Desenvolvimento Sustentável e da Erradicação da Pobreza” é um conjunto de princípios que se apresenta como uma cartilha de propostas para adesão voluntária dos países.
Ação e Governança
Do ponto de vista da governança, o documento prevê o estabelecimento de um “Fórum Político Intergovernamental Universal de Alto Nível” para estudar a hoje existente Comissão de Desenvolvimento Sustentável e posteriormente substituí-la. Até agora não vingou, portanto, a ambição de transformar o Programa das Nações Unidas para o Meio Ambiente (o Pnuma) em uma agência como a Organização Mundial de Saúde (ou a do Comércio), com poderes para impor sanções aos países-membros que descumprirem tratados. O texto propõe a melhoria do status do Programa, com orçamento próprio (hoje vive de doações voluntárias), e a participação de todos os Estados-membros no Conselho de Governança.
Cerca de 26 páginas, ou metade do rascunho final, constituem o capítulo “Estrutura para ação e acompanhamento”. É uma abrangente listagem de boas intenções em tom majestático (muito apropriado para governantes). Numa leitura rápida sobressaem as expressões “nós reafirmamos” (25 vezes) e “nós reconhecemos”, que aparece 81 vezes em 148 parágrafos – sinal claro de que o documento está mais para diagnóstico que para um conjunto de redefinições necessárias à implementação do Desenvolvimento Sustentável.
Contrariando as expectativas, as negociações não avançaram na indicação dos Objetivos do Desenvolvimento Sustentável, mas sugerem a criação de um grupo de 30 representantes a serem nomeados pelos Estados-membros para apresentar uma proposta a ser submetida à Assembleia Geral das Nações Unidas no período 2013-14.
O último capítulo, “Meios de Implementação”, propõe fórmulas para direcionar fluxos financeiros multilaterais com prioridade para projetos que respeitem as metodologias necessárias ao desenvolvimento sustentável, mas não há menção ao fundo de US$ 30 bilhões anuais proposto durante as negociações na semana passada.
Contrariando todas as expectativas, as negociações não avançaram na indicação dos Objetivos do Desenvolvimento Sustentável, mas sugerem a criação de um grupo de 30 representantes a serem nomeados pelos Estados-membros para apresentar uma proposta a ser submetida à Assembleia Geral das Nações Unidas no período 2013-14.
A mais auspiciosa novidade desta última versão do texto seja a menção, pela primeira vez, da necessidade de lutar contra a corrupção em todos os níveis por considerá-la “séria barreira à mobilização de recursos” para o combate à pobreza, à fome e à implementação do desenvolvimento sustentável (parágrafo 266).
