Lideranças da BR-163 aprovam reivindicações para levar a Brasília

Representantes de 54 entidades dos movimentos sociais da área de abrangência da rodovia BR-163 (Cuiabá-Santarém), reunidas nos dias 15 e 16/11/2011 em Santarém, aprovaram uma série de reivindicações contra a atual postura do Governo Federal em relação à implementação do Plano BR-163 Sustentável.
A Carta de Santarém critica o rompimento por parte do Governo Federal do diálogo com os movimentos sociais da região. As lideranças avaliam também que o Plano BR-163 Sustentável foi deixado de lado pelo Governo, que, por sua vez, optou por promover megaobras, que atendem apenas o interesse das grandes empresas, como a hidrelétrica de Belo Monte.
As lideranças, reunidas hoje à tarde em Santarém, no Oeste do Pará, debateram e discutiram cinco tópicos que foram incluídos no texto final da carta: ordenamento territorial, infraestrutura, atividades produtivas, inclusão social e governança.
“O encontro deixa claro que os movimentos sociais têm domínio sobre o conteúdo do Plano BR-163 Sustentável”, afirma Rubens Gomes, presidente do Grupo de Trabalho Amazônico (GTA) e organizador do evento junto com o Consórcio pelo Desenvolvimento Socioambiental da BR-163 (CONDESSA). “Afinal de contas foram essas mesmas lideranças que construíram seu conteúdo de forma participativa”, garante Gomes. “Depois de cinco anos, ao avaliar, eles confirmaram que suas metas pouco saíram do papel” – finaliza.
As lideranças organizaram uma comissão que ficou encarregada de solicitar uma audiência com a presidenta Dilma para entregar-lhe a Carta de Santarém 2011 e exigir medidas imediatas.

CARTA DE SANTARÉM 2011
Nós, 107 lideranças de 54 organizações socioambientais e comunitárias integrantes do Consórcio pelo Desenvolvimento Socioambiental da BR-163 (Condessa) e entidades parceiras, reunidas no Encontro de Santarém: Avaliação e Tomada de Rumo – Rodovia BR-163, reconhecendo a alteração no cenário político, social e econômico porque passa a região de influência da BR 163, coletivamente refletimos e declaramos o que se segue.
Em 2004, durante o processo de construção do Plano da BR-163 Sustentável, ousamos inovar, estabelecemos alianças e construímos uma nova metodologia de planejamento para a Amazônia, com participação dos movimentos socioambientais, do governo e da iniciativa privada para criar uma proposta de desenvolvimento sustentável para a região. Esse modelo passou a ser reconhecido pelo governo e pela sociedade civil como exemplo exitoso de planejamento participativo adequado às especificidades da nossa realidade amazônica.
Hoje, infelizmente, o modelo inovador construído coletivamente foi abandonado pelo governo, conforme demonstrado pela baixíssima execução de ações previstas no Plano BR-163 Sustentável e a desativação das instâncias de participação social constantes em seu modelo de gestão. O governo prioriza megaobras de infraestrutura, como as hidrelétricas de Belo Monte, Teles Pires e Tapajós na mesma região, ignorando as contradições com o Plano BR-163 Sustentável e rompendo o diálogo com as populações da área de influência da rodovia.
Não podemos concordar com essas obras porque elas atendem somente aos interesses de grandes grupos econômicos e políticos, criando graves impactos socioambientais como a especulação fundiária, a perda de territórios e a redução da qualidade de vida das populações tradicionais e da agricultura familiar. Obras que também provocam o aumento de desmatamento, intensificam os fluxos migratórios, incham as cidades e sobrecarregam os serviços públicos como os de saúde, educação e segurança pública.
Por essa razão, nós, lideranças socioambientais e comunitárias aqui reunidas, exigimos que os objetivos e as ações do Plano BR-163 Sustentável, construídos com forte engajamento da sociedade civil, sejam resgatados por meio da execução das medidas urgentes a seguir.
ORDENAMENTO TERRITORIAL E GESTÃO AMBIENTAL
1. Acelerar a regularização fundiária e ambiental nos projetos de assentamentos da Reforma Agrária;
2. Estabelecer novos Territórios da Cidadania e viabilizar o funcionamento dos Colegiados Territoriais, garantindo a implementação dos projetos comunitários;
3. Intensificar ações de consolidação das Unidades de Conservação, com destaque para a criação e efetivação de conselhos deliberativos, com participação paritária.
INFRAESTRUTURA PARA O DESENVOLVIMENTO
1. Promover a expansão do sistema de comunicação para as comunidades, com a ampliação das áreas de alcance das rádios comunitárias e do acesso à Internet, em especial para a área rural;
2. Melhorar as condições de transporte sobretudo para as áreas mais distantes, tanto pela abertura de mais ramais e estradas vicinais quanto pelo melhoramento dos meios de transporte existentes;
3. Transformar o “L uz no Campo” em “Luz para Todos”.
FOMENTO A ATIVIDADES PRODUTIVAS SUSTENTÁVEIS
1. Promover a diversificação dos produtos da agricultura familiar, facilitando o acesso aos mercados e a desburocratização do acesso ao crédito;
2. Incentivar a inserção das comunidades em atividades econômicas sustentáveis de geração de ocupação, emprego e renda, a exemplo do turismo ecológico;
3. Garantir programas de formação e qualificação para o fortalecimento dos empreendimentos econômicos comunitários.
INCLUSÃO SOCIAL E CIDADANIA
1. Melhorar a qualidade da educação na Amazônia, em especial nas áreas rurais, com mais investimentos na infraestrutura das escolas e na qualificação dos educadores e das educadoras;
2. Ampliar o investimento na saúde para os povos da Amazônia, com ênfase na formação, capacitação e valorização do trabalho das parteiras comunitárias;
3. Combater a impunidade que perpetua a violência na Amazônia, com a severa punição dos assassinos e mandantes dos crimes para assegurar a garantia do direito das comunidades de viver em paz.
GESTÃO E GOVERNANÇA DO PLANO BR 163
1. Garantir a participação social em todas as instâncias de governança do Plano BR-163 Sustentável;
2. Desenvolver mecanismos de fortalecimento das organizações e movimentos da sociedade civil organizada;
3. Abrir o diálogo entre representantes do Condessa e a mais alta esfera do governo, com a participação da Presidenta Dilma a respeito da reativação do Plano BR-163 Sustentável.
