Ministra do Meio Ambiente acolhe propostas dos extrativistas da Amazônia

Durante o Grande Encontro em Defesa da Floresta, dos Povos e da Produção Sustentável em Parintins (AM), a ministra do Meio Ambiente, Izabella Teixeira, determinou aos órgãos subordinados à sua pasta (Serviço Florestal Brasileiro, Ibama, Instituto Chico Mendes de Conservação da Biodiversidade e Secretaria de Biodiversidade e Florestas) que abram o diálogo com as comunidades extrativistas da Amazônia para buscar resolver os impasses que dificultam o manejo comunitário familiar na região. “Quero saber dos resultados desse diálogo e buscar acolhimento (das reivindicações das populações tradicionais), mesmo naquilo que não seja de responsabilidade específica do meu ministério. Meu compromisso público é levar essas demandas, inclusive para outras áreas do governo”, disse a ministra.
O posicionamento foi o resultado das reivindicações dos representantes dos extrativistas apresentadas na abertura do encontro realizado pelo Grupo de Trabalho Amazônico (GTA), Fórum Amazônia Sustentável e cerca de outras trinta entidades. O evento reuniu cerca de 700 pessoas, a maioria membros de comunidades que vivem no interior da floresta e que enfrentam sérias dificuldades para extrair produtos florestais. Gestores públicos, especialistas e estudantes também estavam presentes.
Entre os apelos dos comunitários, a regularização fundiária, a ocupação ilegal de terras e a ausência de políticas públicas para o manejo florestal de base comunitária. Para os que querem viver do uso sustentável das florestas faltam ainda acesso ao crédito e capacitação para produzir mais e melhor e ingressar nos mercados consumidores. “Não tem sentido o país que tem a maior extensão de florestas tropicais do planeta ter apenas 4% do PIB oriundo da economia florestal”, destacou Izabella Teixeira.
A ministra também anunciou que está aberta a partir desta quinta-feira a consulta pública no site do MMA para as contribuições da sociedade para a Instrução Normativa que trará as novas regras para o manejo comunitário. Segundo ela, a previsão é que a nova regulamentação esteja pronta no mês de junho deste ano.
Código Florestal
A ministra Izabella Teixeira aproveitou o público do encontro para anunciar a proposta do governo ao projeto de lei que muda o Código Florestal. Além de tentar resolver situações injustas do passado sem acabar com a Reserva Legal e com a Área de Proteção Ambiental de 30 metros nas margens dos rios, o acordo dá bases para regularização e propostas de pagamentos por serviços ambientais que viabilizem a produção sustentável.
Pela proposta, os proprietários rurais poderão aderir ao Cadastro Ambiental Rural (CAR) em substituição à averbação da Reserva Legal; mantém as APPs, admitindo atividades consolidadas de interesse público, resguardando a obrigação de recuperação nos casos necessários. As APPs poderão somar-se ao cômputo da Reserva Legal e a compensação ambiental deverá ser feita no mesmo bioma. A proposta também revê o conceito de topo de morro e reconhece as culturas perenes consolidadas antes das mudanças do Código Florestal. No caso das APPs nas áreas de várzea, a medida terá de ser feita a partir do leito do rio e não mais no limite da cheia.
Minutos antes do anúncio, os líderes dos extrativistas haviam entregue à ministra um documento com reivindicações sobre o Código Florestal. “A proposta do governo encampa boa parte das intenções das comunidades das florestas”, comemorou Rubens Gomes, presidente do GTA. Na manhã do evento, o Greenpeace fez uma manifestação em Parintins.
Militantes da ONG e populares estenderam uma enorme faixa em uma praça da cidade chamando a atenção dos parlamentares em relação ao Código Florestal: “Congresso, desliga a motosserra”, pedia a faixa estendida no chão pelos manifestantes.
Neste sábado, segundo dia do encontro, será a vez dos extrativistas voltarem à carga com a divulgação de um documento pedindo políticas públicas parta o manejo florestal comunitário na Amazônia.
