Workshop reúne especialistas para debater propostas de modelo econômico para a Amazônia
19 de junho de 2017 por Fábio PenaO seminário traz conhecimentos sobre o modelo da Economia Social e Ambiental de Mercado para um grupo de tomadores de decisão, políticos e especialistas na região amazônica para analisar os desafios da região e identificar propostas de soluções.
Começou nesta segunda-feira, 19/06 em Alter do Chão, o Workshop “Modelo Econômico para a região Amazônia: contribuições para a economia social e ambiental de mercado”, promovido pela Fundação Konrad Adenauer — KAS e sua organização parceira, o Projeto Saúde e Alegria — PSA.
Ao longo da última década, o Brasil vivenciou um período significativo de desenvolvimento econômico e social. No entanto, ingressou nos anos recentes em uma profunda crise econômica e política. Desigualdades sociais e econômicas tremendas permanecem até hoje. Somando a isso, ainda há todo um desafio em torno da luta contra as mudanças climáticas e no gerenciamento sustentável dos seus recursos naturais abundantes, entre os maiores do planeta.
Neste cenário a região Amazônica se torna o palco de todas estas contradições. Com vistas a contribuir com o despertar de caminhos para superação desse momento difícil, com atenção à importância e potencialidades da região, o seminário traz a experiência alemã com o modelo da Economia Social e Ambiental de Mercado, que, segundo defende a fundação, combina a eficácia do mercado com justiça social e permite assim um desenvolvimento econômico, social e ambientalmente sustentável. Contudo, esse modelo ainda é pouco conhecido por boa parte das instituições acadêmicas e na prática.
O seminário traz um conhecimento aprofundado sobre o tema para um grupo seleto de tomadores de decisão, políticos e especialistas na região amazônica com o objetivo de analisar os desafios específicos da região e identificar propostas de soluções.
No primeiro dia do evento, Jan Woischnik, representante no Brasil da KAS, apresentou o trabalho da fundação e juntamente com o coordenador do Projeto Saúde e Alegra, explicou o objetivos do seminário. O prefeito de Santarém, Nélio Aguiar, também prestigiou o evento.
Jan Woischnik explicou que a KAS é uma fundação política, que atua apoiando projetos socioambientais, mas principalmente compartilhando conhecimentos sobre políticas públicas de seu pais.
Caetano contou que a KAS foi uma das primeiras fundações a apoiar o PSA num período de crise no país após o Governo Collor. A partir deste apoio o projeto ganhou força e se estruturou com ações voltados para o desenvolvimento sustentável das comunidades ribeirinhas onde atua. E que a relação foi sempre de diálogo e compartilhamento de conhecimentos mútuos.
Foi nesse sentido que surgiu a proposta do evento, para colaborar no debate sobre o desenvolvimento da Amazônia. “Muitas vezes o debate gira apenas em torno da crítica ao atual modelo econômico vivido no pais, que repercute em boa parte negativamente na Amazônia, gerando alto impacto ambiental e baixo retorno social, mas pouco se discute a modelo de economia que queremos. Ao mesmo tempo é preciso olhar com novas lentes, não se trata de copiar modelos de outros países, mas de aprender com eles” explicou Caetano.
Em seu artigo feito para o evento, Caetano afirma que se “por um lado, a Amazônia supre o Brasil e o Planeta com produtos florestais, agropecuária, minérios, energia, além de serviços ecossistêmicos fundamentais para a regulação climática— estima-se que ela contribui com aproximadamente 20% de toda água que flui dos continentes para os oceanos e que suas árvores evaporam diariamente 20 bilhões de água doce que seguem regiões afora nas forma de rios voadores, evitando a aridez e garantindo terras férteis… Por outro lado, tais riquezas não se converteram em benefícios concretos para o amazônida. Mesmo com avanços nas últimas duas décadas, quase metade dos seus habitantes continua vivendo abaixo da linha de pobreza”.
Para explicar o conceito de economia social e ambiental de mercado, a KAS convidou Marcus Marktanner, professor Associado de Economia e Gerenciamento de Conflitos Internacionais, da Universidade Estadual de Kennesaw. Para ele o conceito da Economia Social de Mercado busca equilibrar a liberdade no mercado com o desenvolvimento social equitativo. Surgiu entre as guerras mundiais, quando o país vivenciou a Grande Depressão, e se constatou que o capitalismo sem interferência governamental foi considerado falho, causando mais danos do que benefícios. Ao mesmo tempo, o socialismo e o fascismo estavam em ascensão. O conceito foi desenvolvido como um sistema econômico que visa evitar o totalitarismo dos dois. O objetivo principal era aprender com os erros do capitalismo livre de interferências governamentais e corrigir os fracassos do mercado livre para que a liberdade do mercado e o desenvolvimento social equitativo possam caminhar lado a lado. Ele defende que “embora a Economia Social de Mercado tenha sido desenvolvida na Alemanha para a Alemanha pós-Segunda Guerra Mundial, ela não é um modelo alemão. É mais como um carro alemão que foi desenvolvido e montado na Alemanha, com muitos componentes de todo o mundo e que pode ser dirigido em todas as estradas do mundo”.
Ao logo do evento os participantes vão poder compartilhar informações e conceitos em busca de novos paradigmas para pensar a economia na Amazônia. Para começar os debates, foi proposto o tema: a “Amazônia real e ideal: Desafios para um modelo econômico sustentável e includente”. Os participantes discutiram em grupos sobre quais são os principais entraves, as principais potencialidades e quais seriam os caminhos entre o real e o ideal para alcançá-lo.
Em seguida, uma mesa mediada pelo jornalista Dal Marcondes, da Envolverde, profundou o assunto, com a participação dos convidados Caio Magri (Instituto Ethos de Empresas e Responsabilidade Social), Vitor Leal (Ministério de Desenvolvimento Social e Agrário), Joaquim Belo (CNS — Conselho Nacional das Populações Extrativistas) e Joci Aguiar (GTA — Rede Grupo de Trabalho amazônico).
O evento continua até quarta-feira, 21/06, com novas discussões sempre tendo como norte esboçar diretrizes, reflexões, caminhos e propostas que possam nortear as políticas econômicas e socioambientais rumo a um modelo de desenvolvimento includente, harmônico e sustentável para a Amazônia e seus povos.
