Ministro da Saúde faz campanha de vacinação à bordo do Abaré

No último sábado, 30 de abril, Santarém recebeu o Ministro da Saúde, Alexandre Padilha. Depois de participar em Manaus da Semana de Vacinação nas Américas, o Ministro encerrou o Dia de Mobilização Nacional de Vacinação contra a Gripe à bordo da Primeira Unidade de Saúde da Família Fluvial do Brasil, o Barco Abaré, que atendeu a comunidade quilombola de Saracura. O Abaré foi construído pelo Projeto Saúde e Alegria com apoio da Fundação Terre des Hommens Holanda e funciona em parceria com as Prefeituras de Belterra, Aveiro, capitaneadas pela SEMSA de Santarém.
Na entrevista exclusiva que concedeu à Rede Mocoronga, Padilha explicou o objetivo de sua visita. “Hoje é um dia especial de mobilização nacional contra a gripe. Mais de 65 mil postos estão atuando em todo o Brasil. Nossa meta é vacinar idosos, indígenas, gestantes, crianças de 6 meses a menores de 2 anos e trabalhadores de saúde”. O Abaré estava prestando este e outros serviços na comunidade de Saracura.
A agenda do Ministro também teve um caráter todo especial. Padilha atuou no Município como coordenador do núcleo de medicina tropical da USP, entre 1997 e 2002, conhece muito bem a realidade da saúde na região e tem apreso especial por Santarém. Padilha foi um dos colaborados na elaboração do projeto do Barco Hospital Abaré. “Fiz questão nesse dia de visitar a amazônia, mostrando o esforço que é vacinar nesta região, com logística complicada de carro, avião, e barco. E mais ainda, questão de passar aqui em Santarém, pra visitar o Abaré. É um sentimento de profunda emoção entrar aqui nesse barco que foi um sonho das comunidades de Santarém, de Belterra e Aveiro. Um sonho de várias pessoas que trabalhavam aqui no Projeto Saúde e Alegria pra promover melhor atenção à saúde da população da área ribeirinha. E um outro sonho naquela época, que eu mesmo defendia, é que esse barco só poderia dar certo se ele fosse sustentando pelo sistema único de saúde, ou seja, os Municípios que recebem os recursos do Ministério, puderem sustentar o barco”.
Por isso, além de participar pessoalmente da campanha de vacinação, o Ministro aproveitou para anunciar a concretização do projeto Abaré. “Estou vindo aqui para reafirmar esse projeto. Já temos uma portaria que classificou esse barco como a primeira Unidade de Saúde da Família Fluvial do Brasil, e a partir de agora o MS vai contribuir com 40 mil reais por mês, repassando inclusive os três meses atrasados desde a assinatura da portaria. Então, estou muito emocionado de poder visitar o barco e no dia de hoje termos resolvido todos os entraves que existiam para que a Prefeitura de Santarém receba o recurso para ajudar a sustentar esse trabalho”.
Modelo para a Amazônia
O Abaré em Saracura
A Unidade de Saúde da Família Fluvial – Barco Abaré leva atendimento básico a cerca de 70 comunidades do rio Tapajós, distantes dos centros urbanos, beneficiando mais de 15 mil pessoas. Elas têm acesso regular à bordo do posto flutuante, de 40 em 40 dias, aos atendimentos médicos e odontológicos, vacinações, procedimentos laboratoriais, pequenas cirurgias, além exames preventivos como o pré-natal e o PCCU.
Foi a partir dessa experiência que o MS adotou estratégia diferenciada de Saúde da Família para as populações que residem às margens dos rios através de Unidades de Saúde da Família Fluviais, que podem utilizar barcos e equipes de trabalho que necessitam se deslocar para atender comunidades em áreas remotas.
Nas comunidades atendidas pelo Abaré, os resultados podem ser vistos na melhoria dos indicadores, como no caso da vacinação, em que 96,5% das crianças estão vacinadas, indicador superior à média Estadual que é de apenas 83,3%.
“Esse é um modelo que a gente pretende expandir para o conjunto da região amazônica. Essa é uma demonstração de que é o SUS com todos os desafios, onde muita coisa nós precisamos melhorar para ampliar o acesso das pessoas, também tem uma demonstração daquilo que dá certo”, afirmou o Ministro.
Aqui mesmo no Município de Santarém, o modelo começa a ser replicado. Um novo barco está sendo construído através da parceria do Projeto Saúde e Alegria, BNDES e Prefeitura de Santarém, para implementar um novo posto flutuante. “Amanhã vou visitar outro barco que está sendo construído, porque queremos ter dois barcos aqui pra Santarém, esse outro para atender a região do rio arapiuns”, comentou Padilha.
Desafio pela frente
Ministro aplica vacina no pref. de Belterra, Geraldo Pastana
O Ministro demonstrou pensamento alinhado ao que pretendem os gestores do Abaré, além de posto de atendimento, transformá-lo também num barco-escola. “Nós estamos lançando um desafio, para a Prefeitura de Santarém, o PSA: termos um programa de formação de médicos residentes no barco, de especialidades, para que o médico residente possa ficar um período aprendendo com vocês, como atender em comunidades ribeirinhas, aprender os costumes e como fazer educação em saúde, comunicando pela internet com as universidades, se for necessário. O ministério vai apoiar esse projeto que já é um modelo para o Brasil, e será um modelo ainda maior, não só de atenção à saúde, do cuidado com as pessoas, mas também de formação de novos médicos, de enfermeiros, com essa concepção do Saúde e Alegria”.
Compromissos com Santarém e região
Alexandre Padilha destacou outros compromissos que resultaram da sua visita a Santarém para melhorar a qualidade do atendimento em saúde na cidade. “Santarém pode a assumir vários projetos novos do Ministério. Recentemente lançamos o programa Rede Cegonha, dando assistência completa à mulher grávida. E a Prefeita Maria do Carmo já nos apresentou um projeto de um Hospital Materno infantil e um novo serviço de urgência e emergência”. Além do apoio ao Abaré e ao novo barco de atendimento do Arapiuns, o Ministro se comprometeu em apoiar o projeto recebido da Prefeita. “Eu quero e a prefeita quer, então vai sair do papel”.
Questionado sobre os problemas que ocorrem no atendimento do hospital municipal, o Ministro comentou: “Eu trabalhei aqui de 97 a 2002, e agora é como se fosse uma outra realidade, uma outra cidade, essa realidade foi ao longo dos anos se modificando, inclusive na saúde. Hoje fui passando rapidamente no novo Pronto Socorro, eu até me impressionei, porque quando eu estive aqui, o serviço era muito mais precário, agora o pronto socorro é muito melhor. Então nós avançamos, e com essa parceria com o Ministério, podemos melhorar ainda mais. Santarém pode esperar que tem um Ministro que conhece a realidade daqui, e que tem na Prefeita Maria do Carmo uma grande parceria para melhorar cada vez mais”, concluiu Padilha.
