Outras fontes de energia são possíveis. O modelo energético brasileiro e o potencial da Amazônia para as fontes renováveis. Esse foi o tema de um seminário promovido no dia 26/11 pela Rede FAOR – Fórum da Amazônia Oriental, durante o Fórum Social Pan-Amazônico.
Uma das principais críticas ao modelo energético brasileiro, é de que as grandes hidroelétricas são construídas para abastecer a demanda do mercado e das grandes empresas, especialmente aquelas que exploram os recursos naturais da região, seja no campo da mineração, como em outras áreas. E de que a energia gerada não serve ao povo da Amazônia, que sofre diretamente os impactos dessas grandes obras, mas não se beneficia delas. Além dos impactos ambientais que afetam a vida da floresta e o modo de vida tradicional dos povos.
Por outro lado, está claro o potencial da Amazônia para a produção de energia, não apenas no modelo proposta atualmente com as grandes obras, mas principalmente em fontes alternativas. Entre essas alternativas, o biodiesel tem sido proposto amplamente pelo governo como alternativa para que o Brasil possa se tornar um grande produtor de um combustível menos poluente.
No entanto, entra em questão o modelo de produção dos óleos vegetais que podem ser usados na fabricação, como no caso do coco babaçu. No seminário, por exemplo, a Sra. Nazira Pereira da Silva, da coordenação interestadual do Movimento das Quebradeiras de Coco Babaçu, trouxe um sério problema que suas companheiras vêm enfrentado.
Com a chegada da proposta do biodiesel, as quebradeiras de côco que há dezenas de anos manejam, de forma sustentável, áreas com predominância do babaçu, estão sendo pressionadas por empresas interessadas em explorar esse recurso. Há denúncias de ameaças para a expulsão das áreas, pressão para a compra dos territórios historicamente manejados, o que gera conflitos e prejuízos aos direitos dessas populações tradicionais. É urgente a necessidade de uma ampla discussão sobre esse modelo, em que ponto ele se torna também mais uma ameaça às comunidades amazônicas.
Durante o seminário. o coordenador de desenvolvimento territorial do Projeto Saúde e Alegria, Tibério Allogio, apresentou a experiência realizada na comunidade de Cachoeira do Aruã, no rio Arapiuns, através da implantação de uma mini-central hidroelétrica. O empreendimento foi ousado ao estabelecer as condições para que a própria comunidade pudesse se organizar e torna-se uma produtora independente de energia, por meio da criação de uma associação, a AMOPE, que gerencia a mini-hidroelétrica.
Instalada usando a queda d’água da bonita cachoeira ao lado da comunidade, o empreendimento gerou impacto ambiental praticamente zero, e beneficia diretamente as mais de 50 famílias que moram na comunidade, melhorando sua qualidade de vida e possibilitando incrementar a economia local, especialmente a voltada para o turismo comunitário.
“É claro que estamos falando de uma experiência piloto que não resolve o grande problema da geração de energia em grande escala para o desenvolvimento regional. Mas aqui está demonstrado na prática como é possível gerar energia de forma sustentável se o objetivo é beneficiar diretamente as comunidades locais”.
O modelo implantado em Cachoeira do Aruã, também teve inovações do ponto de vista tecnológico, a partir de experiência de uma empresa local, a ENDALMA, que já havia testado em outra localidade e pôde consolidar a experiência, que em seguida foi adotada por outros projetos, a exemplo das mini-hidroelétricas implantadas pelo INCRA em assentamento da reforma agrária na região.
