Com dez anos de atraso, Cargill apresenta Estudo de Impacto Ambiental de seu terminal de escoamento de grãos em Santarém. Devido as falhas do estudo, MPE anuncia que vai protocolar inquérito policial por fraude de dados.
Nesta quarta-feira, 14, cerca de 2500 pessoas participaram da audiência pública sobre o terminal graneleiro da Cargill no Porto Público de Santarém, no Pará, que ficou famoso pela queima das etapas legais necessárias à sua construção. Ele começou a ser construído em 2000 e foi inaugurado sem apresentar Estudo de Impacto Ambiental (EIA) e sem realizar a audiência pública para debatê-lo. Devido a falta de congruência dos dados do EIA, o Ministério Público anunciou hoje durante a audiência que irá protocolar inquérito policial por fraude de dados.
“O EIA não aborda as verdadeiras soluções para os problemas criados com a chegada da Cargill”, diz o procurador Felício Pontes Jr., do MP. “Espero que ele possa ser analisado de forma a medir esses impactos. Aí teremos a verdadeira conta de quanto foi o prejuízo, e isso poderá ser cobrado da empresa”.
Segundo o procurador, que acompanha o caso desde o início, é a primeira vez no Brasil que essa documentação é produzida depois que a obra já está pronta. Nesse caso, os estudos deveriam medir os impactos que a região sofreu e oferecer medidas de mitigação. Além do Ministério Público do Pará, o Sindicato dos Trabalhadores e Trabalhadoras Rurais de Santarém e o Greenpeace também apontaram fragilidades nos dados do estudo.
A chegada do terminal graneleiro provocou uma corrida por terras para o plantio de soja na região de Santarém. Segundo a Companhia Nacional de Abastecimento (Conab), na safra de 1999/2000, o grão não ocupava mais que 2,3 mil hectares no Pará. Na safra 2003/2004, com o terminal em funcionamento, a soja tomava 35 mil hectares. Dois anos depois, ela estava sendo plantada em 79 mil hectares – prova que o Porto da Cargill de fato contribui para a conversão desenfreada do uso do solo.
Essa expansão se refletiu em desmatamento, contribuindo para o total de derrubadas no Pará. Entre 1999 e 2006, o desmatamento no estado pulou de 510 mil para 880 mil hectares anuais. Em Santarém e Belterra, municípios onde a ocupação da soja não passava dos 50 hectares em 2000 e onde crescia tanto mata virgem como floresta secundária em avançado estágio de regenaração, tombaram árvores em pouco mais de 80 mil hectares. Os dois municípios hoje concentram 46% da produção paraense de grãos.
A devastação só foi freada a partir de 2006. Para tanto, teve papel importante a moratória da soja, consequência do trabalho realizado pelo Greenpeace em parceria com entidades de trabalhadores rurais e comunidades locais. Entre abril, quando foi lançado um extenso relatório– “Comendo a Amazônia” – e julho de 2006, grandes manifestações de rua com moradores da região e “ações diretas” de ativistas do Greenpeace no terminal graneleiro da Cargill em Santarém e em empresas consumidoras de soja brasileira na Europa, chamaram a atenção da opinião pública para o papel da soja na destruição da floresta amazônica. Os protestos convenceram empresas na Europa, entre elas o McDonald’s, grande cliente da Cargill, a exigir que seus fornecedores brasileiros deixassem de vender soja envolvida com desmatamento. Em 26 de julho, a Associação Brasileira da Indústria de Óleos Vegetais (Abiove) e a Associação Nacional dos Exportadores de Cereais (Anec) assinaram acordo determinando que seus associados não mais comercializariam grãos plantados em áreas desmatadas na Amazônia ª partir da data de assinatura da moratória.
Mas todo o cuidado ainda é pouco. A Cargill anunciou que vai expandir em 50% a capacidade do terminal, com um novo armazém para mais 30 mil toneladas de grãos. O maior produtor de soja do Brasil, Eraí Maggi Scheffer, do grupo Bom Futuro, também aguarda licitação para construir um novo terminal de grãos no Porto de Santarém, prometendo escoar três milhões de toneladas por ano. E dois outros lotes do porto estão disponíveis para arrendamento de empreendimentos similares.
“O terminal da Cargill é um marco da expansão do agronegócio na Amazônia. Se o governo não estabelecer e cobrar regras claras para operações de escoamento de grãos pelo porto de Santarém, obrigando os produtores a fazerem o cadastro ambiental rural (CAR), podemos ter um novo ciclo de devastação”, alerta Raquel Carvalho, da Campanha da Amazônia do Greenpeace. “A expansão de terminais para a exportação de commodities na Amazônia precisa incluir a exigência de que eles só possam escoar mercadorias produzidas em propriedades que tenham o CAR, um instrumento fundamental para controlar o avanço do desmatamento”. “A exigência de mecanismos como esse é fundamental para se saber de onde vem a produção e garantir que ela não está avançando sobre a floresta”.
