Embarcações que levaram participantes para o III Chamado da Floresta no pontão de areia da comunidade de São Pedro, na Resex Tapajós-Arapiuns.

A oito horas de barco de Santarém, o III CHAMADO DA FLORESTA reuniu cerca de 2 mil lideranças amazônicas, além da juventude ribeirinha, para debater reivindicações sobre as condições extrativistas e a importância do fortalecimento e resistência das famílias que vivem na floresta para a conservação do meio-ambiente.
O encontro organizado pelo Conselho Nacional de Populações Extrativistas (CNS) aconteceu dentro de uma das maiores unidades de conservação do país, a Reserva Extrativista Tapajós-Arapiuns, na Amazônia paraense, representando o grito de 1 milhão de brasileiros e cerca de 150 mil famílias extrativistas que pedem pelo reconhecimento de assentamentos como áreas protegidas, com plano de manejo florestal comunitário e familiar, políticas de geração de renda com crédito para uso sustentável, processamento e distribuição de diversos produtos amazônicos, políticas de educação técnica-profissionalizante e superior voltada para a floresta, certificação especial, além das demandas básicas para infraestrutura de abastecimento, esgoto, coleta de lixo, energia e comunicação/internet.
Diversos políticos estavam presentes, entre eles prefeitos de municípios do oeste do Pará, além de secretários e técnicos de cinco ministérios e ministros.

“Meu primeiro recado é que não aceitamos hidrelétricas no Tapajós. Nós queremos nossa floresta em pé e embaixo dessa floresta existe gente” — Auricelia Arapiun, líder do Movimento Indígena na mesa com ministros
Tapando os ouvidos ao recado dado pelas lideranças indígenas presentes no encontro, Tereza Campello, ministra do Desenvolvimento Social (MDS), abriu seu discurso dizendo que os povos da floresta não podem ser tratados como invisíveis e que essa é uma luta histórica hoje reconhecida pelo governo. Como o mesmo governo que ignora consecutivos desastres socioambientais com a construção de hidrelétricas na Amazônia (um, dois, três, quatro…) se diz atento às demandas desses povos que nascem, crescem e vivem há séculos com a cultura da floresta? Como o mesmo governo que impulsiona e dá força à mineração, ao agronegócio e à agropecuária na Amazônia se diz ao lado do pequeno produtor, da biodiversidade e do desenvolvimento sustentável?
Sem dar luz a assuntos polêmicos ou falhas do governo na gestão e proteção dos recursos naturais e florestais, a ministra falou sobre a importância estratégica do Programa de Aquisição de Alimentos (PAA) e de incentivo à agricultura familiar nas reservas extrativistas.
Na mesma mesa, a secretaria executiva do Ministério do Desenvolvimento Agrário (MDA), Maria Fernanda Coelho, falou sobre a Assistência Técnica e Extensão Rural (Ater) na Amazônia e recursos federais para agroindustrialização de negócios de geração de renda na região.
No microfone, Alexandre Von (PSDB), prefeito de Santarém. À esquerda, o Secretário de Desenvolvimento Rural Sustentável e Extrativismo do Ministério do Meio Ambiente, Carlos Guedes. À direita, o presidente da CNS, Joaquim Belo, a vice-presidente do CNS Edel Moraes e o presidente do ICMBio, Claudio Maretti.

“Temos um sol maravilhoso, não precisamos de barragem. Chega de matança dos povos indígenas e lideranças dos povos da floresta. O governo não faz nada para amenizar a situação da gente” — Auricelia Arapiun, líder do Movimento Indígena
O encontro começou um dia depois da bancada ruralista conseguir a primeira aprovação da PEC215 na Câmara de Deputados para alterar a Constituição e dar ao Congresso a atribuição de definir Terras Indígenas, Unidades de Conservação e quilombos, além de permitir empreendimentos econômicos nessas áreas.
As lideranças indígenas presentes no encontro manifestaram-se para pedir reconhecimento e demarcação de terras, falar em nome dos Guarani-Kaiowá do Mato Grosso do Sul, dos Guajajara e Awá-Guajá do Maranhão, dos Araweté, Assurini, Kayapó, Kraô, Apinajés, Gavião, Munduruku, Arara, Xipaya, Xicrin, Juruna, Guarani, Tupinambá, Tembé, Ka’apor, Tupinambá, Tapajós, Arapyun, Maytapeí, Cumaruara e Karajas, representando populações indígenas que sofrem com a tragédia de Belo Monte e outras populações ameaçadas por projetos hidrelétricos na Amazônia.
Sem citar a questão indígena, Cláudio Maretti, presidente do ICMBio (Instituto Chico Mendes de Conservação da Biodiversidade), defendeu a importância da criação das reservas extrativistas de uso sustentável no país, mas lembrou que a gestão delas só é possível com a participação das famílias que vivem em cada uma delas.

Diversas ongs estavam presentes no evento, entre elas o Projeto Saúde e Alegria (PSA), que tem forte atuação na Resex Tapajós-Arapiuns. Além da presença da trupe do circo, jovens da rede de jornalismo comunitário da Rede Mocoronga fizeram a cobertura em vídeo e rádio do evento, que foi ao ar na Rádio Rural AM (http://www.radioruraldesantarem.com.br/). Grupos de trabalho durante III Chamado
Os professores do Sistema Modular de Ensino Médio Ilana Melo de Souza e Eder Clay Araújo no evento
Durante a primeira tarde do encontro, os participantes se dividiram em grupos de trabalho temáticos para levantar propostas que serão enviadas ao governo federal na próxima semana. Acompanhe abaixo um resumo das propostas debatidas em cada grupo de trabalho.
Políticas agrárias
Os participantes levantaram a necessidade de regularização fundiária imediata das unidades de conservação e reversas extrativistas para combater a violência no campo; o encaminhamento dos processos de criação de novas reservas que estão praticamente concluídas no ICMBio e INCRA; o reconhecimento de territórios tradicionalmente ocupados; a agilização de planos de manejos comunitários e elaboração dos planos de uso; a fiscalização para evitar invasão e proteção dos povos da floresta ameaçados por fazendeiros e madeireiros; a promoção de um programa de incentivo ao ecoturismo de base comunitária em unidades de conservação de uso sustentável.
Geração de Renda
Os participantes pediram a criação urgente de políticas públicas para a produção extrativista em vez de incluir a população extrativista dentro da políticas para a agricultura familiar. Também foi levantada a necessidade de uso de incentivo fiscal e possibilidade de um sistema de registro e monitoramento da produção pelas próprias populações extrativistas que possa servir como certificação.
Educação
Os professores do Sistema Modular de Ensino Médio fizeram severas críticas à infraestrutura pública para o ensino de jovens nas reservas, dizendo que falta a parceria das prefeituras para sala de aulas adequadas no ensino médio. Também foram pedidos a inclusão de educação ambiental como matéria obrigatória no ensino básico; um modelo de “pronatec extrativista” para as populações de reservas; a realização de vestibulares e exames nacionais adaptados para os conhecimentos da floresta de modo a valorizar e incluir a juventude ribeirinha no ensino superior; extensão de polós universitários em reservas evitando que o jovem deixe sua comunidade e vá para cidade e implantação de telecentros comunitários que funcionem e com banda larga em todas as comunidades.
Gestão de unidades de conservação
Além da reivindicação pela criação de conselhos deliberativos em todas as unidades, extrativistas pediram participação das comunidades na elaboração dos planos de manejo e gestão. Os participantes exigiram mais fiscalização do ICMbio para combater a ação de madeireiros, grilheiros e pistoleiros, principalmente frente às ameaças de morte sofridas por líderes extrativistas e indígenas. Listaram também a necessiadade de um canal de denúncias da exploração de madeira ilegal através de rádio-telefone-internet.

Acompanhar todas as atividades exigiu dos participantes coragem para enfrentar o sol e a distância das caminhadas de ponta a ponta do vilarejo para ir ao galpão de eventos à área com embarcações-dormitórios.
O corre-corre de milhares de pessoas chamava atenção. Os moradores de São Pedro receberam com alegria todos os visitantes e abriram as portas de suas casas para quem precisasse de ajuda.
O questão do lixo em Santarém
Para receber mais de 2 mil pessoas, a prefeitura de Santarém enviou uma equipe de coleta de lixo para a comunidade. Mesmo assim, faltou orientação sobre o local adequado para lavar as lixeiras longe dos banhistas participantes.
Questionado no fim do evento sobre o problema de coleta de lixo em áreas de proteção ambiental, o prefeito Alexandre Von disse que precisa de mais trabalho na área e que sabe do problema do lixo de todas os distritos e comunidades de Santarém.
No fim da tarde, os lixeiros da prefeitura de Santarém deslocados para o evento lavavam as lixeiras no rio em que os visitantes se banhavam…
