Criação de Conselho Tutelar contempla região de Rios

No dia 23 de dezembro, na Prefeitura Municipal de Santarém, foi sancionado a criação do III Conselho Tutelar (CT) com abragência prioritária em 3 regiões na zona rural do município: rios Tapajós e Arapiuns e Eixo Forte, áreas consideradas com mais difícil acesso a cidade e de políticas públicas, concentrando reforço pontual de proteção às crianças e adolescentes nessas comunidades. O novo conselho será sediado na Vila balneária de Alter do Chão, pela questão local da vulnerabilidade social.
Segundo o prefeito Alexandre Von, a consolidação de um conselho para estas regiões aconteceu devido, neste ano, ser criado um CRAS ribeirinho com uma caravana que levará serviços prestados de assistência social, educação e saúde para as comunidades ribeirinhas, desde a aquisição do cartão SUS, passe livre para idosos até as ações do Conselho Tutelar. No primeiro bimestre de 2014, inclusive, os membros do III Conselho Tutelar estarão atuando dentro e fora da área prioritária de trabalho.
É importante ressaltar que de acordo com a resolução 139 da Conanda (Conselho Nacional dos Direitos da Criança e do Adolescente), para cada 100 mil habitantes deve ser instituído um Conselho Tutelar. Além de assegurar esta demanda da lei, a efetivação do III Conselho representa um acontecimento inédito, pois será o primeiro fora da área urbana nesta região. O Comdca (Conselho Municipal dos Direitos das Criança e dos Adolescentes) irá acompanhar e fiscalizar o Conselho Tutelar III, assim como acontece com os conselhos existentes em áreas distintas na cidade.
Além disso, o momento é excepcional para o Condeca, pois ficou determinado que o órgão trabalhe com comissões para instalar o recente conselho, organizando a eleição direta de mandato extraordinário para a escolha de 10 conselheiros tutelares (5 titulares e 5 suplentes), paralelamente com a eleição complementar da escolha dos membros do I CT (no qual houve uma recente destituição dos componentes) e a suplementar, para a escolha de suplentes do II CT.
Até a primeira quinzena deste mês, de acordo com a presidente do Condeca, Maria Aparecida Nogueira, o conselho reunirá com as instituições e candidatos, visitando as 19 sedes dos parceiros para indicar os novos integrantes, solicitando destes mais compromisso e zelo pelo trabalho. A previsão das eleições será no dia 8 de fevereiro, podendo ser adiada para 17 de fevereiro, por causa do retorno das aulas no município e ainda contemple a participação dos moradores dos rios Tapajós e Arapiuns.
Seguindo a expectativa, no segundo semestre de 2015, será implantado o IV Conselho Tutelar com sede na Vila de Curuai – Lago Grande. Um desafio maior por causa da distância, mas com a efetivação de uma UIPP – Unidade Integrada Pro-Paz (projeto desenvolvido pela Secretaria de Segurança Pública do Pará) promoverá uma atuação local ao atendimento a população nesta área, servindo como instrumentos próximos de acompanhamento e amparo aos moradores desta região.
Estiveram presentes neste encontro a Vice-prefeita, secretários municipais da SEMTRAS, SEMED, SEMC, vereadores, representantes do CONDECA, do II Conselho Tutelar e do Projeto Saúde e Alegria.
Agora é continuar o fortalecimento da rede de proteção às nossas crianças das florestas. Aliás, neste ano, as ações colaborativas dos agentes educadores do ECA retornarão com ainda mais força e energia nesta região.
