Ribeirinhos pedem retorno da saúde nos Rios

As populações ribeirinhas do Rio Tapajós, da Floresta Nacional do Tapajós e da Reserva Extrativista Tapajós – Arapiuns, cerca de 15 mil pessoas, estão reivindicando a retomada do acesso ao seu direito à saúde. As principais entidades representativas se manifestaram em Carta às autoridades responsáveis pedindo esclarecimentos sobre a manutenção dos serviços das unidades fluviais de saúde Abaré I e Abaré II que asseguravam o atendimento dessa população. Pedido de esclarecimentos e providencias para retomada dos atendimentos regulares de saúde nos rios Tapajós e Arapiuns

Departamento de Atenção Básica (DAB) – Ministério da Saúde
Nós, lideranças representativas das comunidades dos rios Tapajós e Arapiuns, beneficiárias da política de SAÚDE DA FAMÍLIA FLUVIAL em vigor desde agosto de 2010, vimos solicitar esclarecimentos e providencias para o restabelecimento imediato dos serviços assistenciais regulares junto aos cidadãos ribeirinhos – um direito constitucional nosso – por meio dos barcos de atendimento ABARÉs I (Tapajós) e II (Arapiuns).
CONSIDERANDO a interrupção desde 2013 das rodadas regulares de atendimento do barco ABARÉ I nas duas margens do rio Tapajós, na Flona Tapajós e Resex Tapajós-Arapiuns, prejudicando cerca de 15 mil ribeirinhos das zonas rurais de Santarém, Belterra e Aveiro;
CONSIDERANDO as condições financeiras favoráveis através da Portaria 2.191 do Ministério da Saúde (MS) , com repasses anuais desde 2011 da ordem de R$ 600 mil (seiscentos mil reais) ou R$ 50 mil (cinquenta mil reais) mensais para a SEMSA de Santarém/PA, município proponente, que continuam sendo depositados para uso exclusivo nas operações do Abaré I com vistas aos serviços assistenciais aos ribeirinhos do Tapajós;
CONSIDERANDO o interesse do Ministério da Saúde na compra (em ultimo caso, desapropriação) do ABARÉ I para em seguida ser repassado a SEMSA de Santarém, assim como os recursos financeiros federais assegurados neste sentido e as negociações e tramites burocráticos que vinham avançando até o final do ano passado;
CONSIDERANDO que o interesse do Governo Federal na compra do ABARÉ I visa a governança plena da saúde pública pelos entes públicos, bem como a permanência definitiva desta embarcação a serviço dos ribeirinhos do Tapajós, garantindo a perpetuação segura e estável dos atendimentos, sobretudo após ameaças de sua retirada da região pela organização estrangeira Terre Des Hommes;
CONSIDERANDO a aquisição pelo Projeto Saúde e Alegria (PSA) de uma segunda embarcação – o ABARÉ II – repassado na forma de comodato a SEMSA/Santarém com o compromisso de atender de forma regular as comunidades da bacia do rio Arapiuns e afluentes, nos moldes do que o ABARÉ I faz no Tapajós;
CONSIDERANDO que por meio da Portaria 2.191 do MS, estão previstos outros R$ 600 mil (seiscentos mil reais) anuais para uso exclusivo nas operações desta segunda embarcação, o ABARÉ II, com vistas aos serviços assistenciais aos ribeirinhos do Arapiuns;
CONSIDERANDO a existência de duas embarcações de saúde em plenas condições de operação, assim como verbas federais para aquisição do ABARÉ I, para o seu custeio (vigentes) e para o custeio do Abaré II (de direito, através da política pública de Saúde da Família Fluvial / Portaria 2.191);
Vimos solicitar o cumprimento do nosso direito à saúde – já que somos tão cidadãos como qualquer outro que vive nas cidades – pedindo uma vez mais o restabelecimento imediato e regular dos atendimentos, sugerindo ainda a retomada do diálogo com o Ministério da Saúde em prol de uma solução definitiva para o Abaré I e agilidade no credenciamento do Abaré II como Unidade Básica de Saúde Fluvial para viabilizar os serviços assistenciais regulares no Arapiuns.
