Acordo fechado com TDH: Abaré continua no Tapajós

SOBRE A CONVERSA DO DIA 23/02 COM O PRESIDENTE DA TERRE DES HOMMES HOLANDA
Como sabido, em respeito às Instituições envolvidas em pleno processo de negociações internas, o PSA aguardou o esgotamento das tratativas entre a Prefeitura de Santarém e a Terre des Hommes – TDH – para tornar publica sua insatisfação com a decisão pela retirada imediata do Barco Abaré de nossa região, ocasionando a interrupção dos serviços assistenciais junto a 15 mil ribeirinhos do Tapajós – os maiores prejudicados.
Em 10 de fevereiro ultimo, enviamos Carta ao “Board of Trustee” (Conselho de Gestão e Fiscalização) da TDH relatando o histórico dos fatos e o nosso descontentamento com a forma com que procederam, solicitando que revejam a decisão de modo a restabelecer as negociações com a Prefeitura de Santarém e demais Instituições envolvidas.
Em seguida, recebemos uma mensagem de retorno diretamente do Presidente do Conselho da TDH – Sr. Albert Jaap Van Santbrink – que demonstrou preocupação e parecia pouco informado das consequências da saída do Abaré. Pediu mais tempo para avaliar o caso, assim como uma reunião por telefone para nos ouvir antes de tomar uma decisão relativa às nossas solicitações da Carta de 10/fev.
Esta conversa ocorreu na manhã de ontem, onde tivemos a oportunidade de esclarecer nossas inquietudes diretamente à autoridade máxima da Terre des Hommes, reconhecer a determinante contribuição desta Organização holandesa à nossa região, e também manifestar nosso respeito à sua decisão de saída progressiva de nosso país, uma vez que entendem que o Brasil hoje está mais forte, em melhores condições para responder aos desafios sociais dos seus cidadãos.
No entanto, reafirmamos que, apesar de já aguardarmos o fim da cooperação bilateral com o PSA, fomos surpreendidos com a decisão pela retirada do Abaré do Tapajós a partir de 2012, sobretudo após a maior participação dos Governos (que assumiram a coordenação das operações desde o inicio do ano passado) e a entrada de recursos públicos, principal condicionante apresentada por meio de Termo de Acordo em meados de 2010 para a continuidade, exigência esta alcançada antes do prazo e acima das expectativas com a Portaria 2.191/MS de Saúde da Família Fluvial.
Lembramos o Sr. Albert que a Terre des Hommes inclusive reconhece estes avanços em página do seu site (Relatório 2010, Resultados/Brasil, lançado ano passado), onde sinaliza para o cumprimento do compromisso assumido desde o inicio da cooperação, de transferência da embarcação à nossa região.

“Enquanto que o Shapla é retirado de serviço, o seu homólogo brasileiro, o Abaré, continua com seu trabalho. Mas com uma diferença importante: em 2010 os primeiros passos foram tomados para transferir o projeto para o governo brasileiro. Desde 2010, o governo brasileiro já está financiando parcialmente o barco e a intenção é que essa participação aumente nos próximos anos.
A razão pela qual o Terre des Hommes se retira progressivamente do Brasil é o forte crescimento econômico nos últimos anos. A ajuda das organizações de desenvolvimento não é mais tão necessária.
Que o governo brasileiro assume o Abaré , é uma boa notícia. Na verdade, ilustra o sucesso de um projeto de saúde profissional e necessário, de cuidados de saúde em uma população isolada. Numa fase anterior, nosso parceiro de projeto, o PSA, conseguiu o apoio do governo local para que médicos e profissionais de saúde viessem trabalhar no barco hospital Abaré. Com o apoio dos Governos local e nacional há com certeza um futuro certo para o Abaré e o Terre des Hommes poderá no futuro próximo transferir o barco com o coração tranquilo.”
Defendemos que, pela grande conquista do modelo de saúde ter virado política publica, o Abaré deve se constituir como um bem publico, a serviço dos cidadãos ribeirinhos no cumprimento constitucional dos seus direitos à saúde. O PSA, assim como outros, poderão ser parceiros técnicos para execução de ações complementares que incrementem o papel social da embarcação, diversifiquem seus serviços e ajudem na sua sustentação.
Relatamos ainda a comoção gerada na região e no país pela noticia da saída da embarcação, a manifestação popular pela sua permanência que culminou na Campanha #Fica Abaré!, amplamente apoiada e debatida nos blogs e redes sociais, um exemplo de exercício efetivo de cidadania.
Diante de toda nossa exposição, o próprio Presidente do Conselho se mostrou bastante sensível à situação, admitiu dificuldades de comunicação e decidiu imediatamente atender às solicitações de nossa Carta de 10/fev, a começar pelo restabelecimento desde já das tratativas com a Prefeitura de Santarém e demais Municípios parceiros, objetivando:
Notificar de imediato a Corte brasileira da intenção de permanecer com a embarcação na região a serviço das comunidades do Tapajós, tendo em vista a ação movida pela Prefeitura de Santarém – obrigada a apelar judicialmente em defesa de seus cidadãos – que assegura por 6 meses o Abaré para retomada dos atendimentos e manutenção da Portaria 2.191 vigente.
Aprofundar as negociações durante este período para um encaminhamento definitivo a partir de um Plano de Transição factível e acordado entre as partes, estando abertos à transferência do Abaré aos Órgãos executores da politica publica ou sua permanência até que um barco substituto entre em operação, mantendo como primeira prioridade a saúde dos ribeirinhos do Tapajós.
Aproveitamos para reafirmar nossos agradecimentos à Terre des Hommes, que tanto apoiou nossa região. Pelo bom antecedente desta cooperação, sempre acreditamos em uma solução negociada.
Desejamos sucesso no diálogo daqui para frente entre nossos Governos e Terre des Hommes, colocando-nos a disposição como sempre o fizemos em prol de um final feliz deste bem sucedido ciclo e reabertura de outro igualmente exitoso.

Acho esse projeto muito bonito! Mas tem algo que me chamou a atenção de forma negativa: toda uma política de saúde ser feita com o uso de uma embarcação holandesa! E quando o dono da embarcação resolve priorizar outro pais em maiores dificuldades, o judiciário brasileiro “retem” pra não dizer um nome mais feio, a embarcação! Isso é para mim uma falha muito grande dos governos envolvidos! Pois deixa como vilões aqueles que nos ajudaram. É claro para mim que um governo que quer fazer uma copa do mundo não pode alegar que não tem dinheiro para disponibilizar uma nova embarcação. Espero que essa historia seja resolvida de uma forma coerente e um trabalho tão importante seja novamente disponibilizado para essa população tão desassistida.
