A garantia dos direitos de Crianças e Adolescentes no Brasil sempre se apresentou como uma das mais intensas e desafiadoras lutas pelos direitos humanos ao longo dos diferentes contextos históricos, culturais e econômicos. Com a Constituição Federal de 1988, o paradigma de uma nova cidadania aparece contundente na construção das políticas de garantia de direitos. O Brasil como país signatário da Convenção Internacional dos Direitos da Criança firmou sua posição clara em todo este processo e, ao declarar Crianças e Adolescentes “PRIORIDADE ABSOLUTA” focou sua atenção na necessidade de implementar este novo projeto de humanidade. Com o tema: “Mobilizando, Implementando e Monitorando a Política e o Plano Decenal de Direitos Humanos de Crianças e Adolescentes nos Estados, no Distrito Federal e nos Municípios” . O Conselho Municipal dos Direitos da Criança e do Adolescente (CONDECA), realiza dia 22 de Setembro de 2011, a 7ª Conferência Municipal dos Direitos da Criança e do Adolescente no auditório da Casa de Cultura, Santarém.
