Belterra na luta pelo avanço econômico

Nos Dias 25 e 26 de Janeiro de 2011, A Prefeitura Municipal de Belterra, em parceira com organizações da sociedade civil integrantes do Conselho da Cidadania e da Câmara Técnica do Fomento da Democracia, mais a Ong FASE Amazônia estiveram, na sede da ASCA, na Comunidade Aramanaí, realizando o 3º Seminário: Desenvolvimento Econômico Local: fortalecendo a produção familiar em Belterra. O objetivo desses eventos é possibilitar a população belterrense espaços onde possam dar sua contribuição no desenvolvimento econômico local. Neste evento nos apropriamos dos debates já realizados nos dois encontros anteriores, organizamos os debates em 04 mesas temáticas com base nos seguintes temas: Fortalecimento da Produção Familiar em Belterra; Infra-estrutura Econômica; Capacitação de empreendedores(as); Planos setoriais . No decorrer desses dois dias nos detemos em avaliar o que já havia sido encaminhado e em definir os caminhos, responsabilidades e os responsáveis pelas ações para que Belterra continui avançando dentro desse debate e se fortalecendo na Gestão Democrática.
1ª Mesa: Fortalecimento da produção familiar em Belterra- Nesta mesa centralizamos os debates nas seguintes questões Programa de Aquisição de Alimentos -PAA, Casa Familiar Rural – CFR, lei da alimentação escolar, assistência técnica e financiamento; e contamos com a seguintes Palestrantes: Senhora Elmara Motta, Secretária Municipal de Agricultura; Senhora Dilma Serrão, Secretária Municipal de Educação Cultura e Desporto; Senhor Sergio Corrêa, representante da EMATER local; e com os seguintes debatedores: Senhor Giovanni, representante do CEAPAC e senhor Neilton, representante do Sindicato dos Trabalhadores Rurais de Belterra e este debate foi coordenado pelo senhor Guilherme Carvalho, representante da FASE/Amazônia. No decorrer do debate buscamos, obter informações da prefeitura acerca do processo de organização da Chamada Pública para obtenção de produtos da agricultura familiar à merenda escolar, bem como da instalação da Casa Familiar Rural (CFR); Realizamos um balanço da política de assistência técnica e extensão rural; Identificar fontes de financiamento; Estabelecermos estratégias para a implementação do Programa de Aquisição de Alimentos (PAA) no município; Fizemos avaliação das medidas destinadas à regularização fundiária; Sempre com a metodologia de avaliar a execução das ações aprovadas nos seminários anteriores e estabelecer os próximos passos.
2ª Mesa: Infra-estrutura Econômica – Nesta Mesa contamos com os seguintes palestrantes: senhora Elmara Mota, representando a SEMAGRI; senhor José Pereira, representando a Secretária Municipal de Obras Viação e Infraestrutura – SEMOVI; senhor João Rocha, Secretário Municipal de Meio Ambiente e Turismo (SEMAT) e com os debatedores: Neilton representante do STTRB e Senhor Sergio Corrêa, representante da EMATER local. O debate foi focalizado nas seguintes questões:
- Analisar as ações do poder público para criar infraestrutura favorável ao desenvolvimento de empreendimentos;
- Realizar balanço das iniciativas para desenvolver a piscicultura no município e a economia de base florestal;
- Avaliar a execução das ações aprovadas nos seminários anteriores e dá encaminhamentos que viabilizem os próximos passos.
Este debate foi coordenado por José Nicanor (Gito), Coordenador de Planejamento.
3ª Mesa: Capacitação de empreendedores(as): esta mesa teve como palestrantes O senhor João Rocha, Secretário da SEMAT, senhor Jeremias Dantas, representante da COOMFLONA, e os debatedores/as foram: senhora Odélia Santos, representante das mulheres e José Nicanor, representante do Consleho da Cidadania. O Coordenador desta mesa foi o Professor Ivanilson, representando o Conselho da Cidadania. Este debate foi centralizado nas seguintes questões:
- Avaliar as ações do poder público voltadas à capacitação de homens e mulheres para o empreendedorismo;
- Indicar estratégias para fortalecer o empreendedorismo de base comunitária e popular;
- Avaliar formas de manejos florestais de recursos madeireiros e não madeireiros, sustentáveis como forma de capacitação ao empreendedorismo;
- Realizar balanço sobre os programas de capacitação desenvolvidos no município;
- Avaliar a execução das ações aprovadas no seminário anterior e propor os próximos passos.
4ª Mesa: Elaboração de Planos setoriais: Esta mesa contou com os seguintes palestrantes: senhor Dean Moacir, representante da SEMAGRI, senhora Diana Colares, representante da SEMAT; Professora TerezinhaAmorim, Presidente do Conselho do Patrimônio Histórico de Belterra; Antonia Uchôa, representante da Coordenação do processo de Elaboração do PLHIS e com os senhores Guilherme Carvalho, representante da FASE/Amazônia e Sergio Corrêa, representante do CONTUMA. Nesta oportunidade foram debatidos as seguintes questões:
- Debater os processos de elaboração das Políticas e dos Planos Municipais de Turismo Sustentável e de Desenvolvimento Rural Sustentáveis;
- Fazer o Nivelamento sobre o Plano Local de Habitação e Interesse Social – PLHIS
- Avaliar as medidas adotadas pelo poder público para executar os processos de licenciamento ambiental no município;
- Identificar fontes de financiamento;
- Avaliar a execução das ações aprovadas nos seminários anteriores.
Esta mesa foi coordenada pelo senhor Neilton Miranda, representande do Sindicato dos Trabalhadores e Trabalhadoras Rurais de Belterra.

Neste Seminário podemos contar com a Presença e contribuição do Prefeito Geraldo Pastana e dos membros do Conselho da Cidadania, Conselho de Desenvolvimento Rural Sustentavel, Câmara Técnica do Fomento da Democrácia e da Coordenação do Forum dos Movimentos Sociais.

Today, I went to the beachfront with my kids. I found a sea shell and gave it
to my 4 year old daughter and said “You can hear the ocean if you put this to your ear.” She placed the shell to
her ear and screamed. There was a hermit crab
inside and it pinched her ear. She never wants to go back!
