Tapajós é integração e não separatismo

Se quisermos fazer acontecer o Estado do Tapajós, sabemos que a batalha é árdua. Se por um lado temos que estar unidos, independente das crenças, credos, ser São Raimundo ou São Francisco, por outro a discussão em torno do assunto só vai dar resultados se debatermos de forma qualificada com o outro lado, sem medo de ser feliz.
Com o pessoal de Belém, fazendo-o admitir que do jeito que está e sempre foi, não se deu conta do recado. Se a inclusão da região oeste no processo de desenvolvimento do estado não ocorreu como deveria nessas décadas e décadas de existência não é agora que o faria.
Por isso, não me agrada muito o termo “separatismo”, mesmo porque nossa relação com Belém é mais do que amizade, são nossos parentes, familiares, que precisam ser solidários a nossa causa e entender que a questão não é separar, e sim integrar o Baixo Amazonas ao Brasil. E o debate tem também que seguir fronteira afora.
A discussão sobre a divisão do Pará pode e deve ser nacional. No entanto, nosso maior desafio é fazer o Brasil entender a Amazônia. Fala-se muito na sua internacionalização, mas o que precisa mesmo é nacionaliza-a, sobretudo o principal centro econômico e de formação de opinião – o eixo RJ-SP – compreender melhor suas realidades, desafios, culturas, oportunidades de negócios, etc.
Aí deixará de enxergá-la como um “ônus” que só tem conflitos e desmates, e perceberá que temos um grande “bônus” nas mãos, com um povo maravilhoso e uma riqueza imensurável que se manejada de forma sustentada e includente poderá impactar o nosso PIB e justificar que o Brasil, o “país do futuro” que ouvíamos na infância, chegou.
Há vários projetos para criação de novos estados tramitando no Congresso. Nesse caso, a lógica comum do pensamento do brasileiro das outras regiões vai ser sempre tender para o oportunismo, os custos de implantação, a solução que não é solução, entre outros coerentes argumentos. Não podemos negar isso, mas fazê-los entender que não podemos colocar toda farinha no mesmo saco – aliás, estaríamos escondendo as delicias da farinha “puba” do Tapajós, algo muito típico e especial da nossa região.
Cada caso é um caso. E o nosso trata da Amazônia, onde municípios tem o tamanho de estados e estes, de países. Quanto a proposta pelo Estado do Tapajós, não falamos da divisão de uma área já interligada como o Triangulo Mineiro, mas sim de uma parcela imensa da Amazônia, sem facilidades de transporte, energia, comunicação, saúde, educação,… com contextos bastante distintos dentro de um mesmo Pará.
A região de Santarém, município polo do Baixo Amazonas, está a quase 1.000 Km de Belém ou de Manaus (1h de avião ou 2,5 dias de barco), não tem poder significativo para eleger governador (decidido no eixo Belém-Ananindeua, de maior concentração populacional), tampouco vê acontecer políticas estaduais sendo aplicadas e/ou adaptadas para a realidade oeste do Estado.
Nascido em SP e morador santareno há 23 anos, confesso que nunca fui um entusiasta pela divisão do Pará, sempre acreditei que uma gestão estadual descentralizada poderia responder em parte às demandas da região oeste, mas depois de testemunhar mais de 5 sucessões, com governos de “a” a “z”, percebi que a coisa é mais embaixo. É de identidade territorial mesmo.
Poderia discorrer sobre “somos esquecidos”, “excluídos”, mas temos que debater para frente, como disse meu colega Paulo Lima. A região do Baixo Amazonas tem uma dinâmica própria, está na confluência de importantes rios, no ponto inicial ou final da BR163 ligando-a com o centro do país, num processo ainda intenso de ocupação, expansão da fronteira agrícola, empreendimentos mineradores, de energia, entre outros.
Enfim, uma fronteira altamente estratégica para o futuro da Amazonia, no meio entre o “já desmatado” (leste, sentido Belém) e o “desmatamento a ser evitado” (extensões florestais a oeste, sentido Manaus), demandando há tempos de uma governança própria que atenda suas realidades, contextos, desafios e cultura a partir de sua identidade regional. isto já numa Amazonia com sérios problemas de governança.
Não sejamos ingênuos se em uma primeira eleição ao Governo do Tapajós, tenhamos na disputa um candidato oriundo de Manaus e outro de Belém, mas não tratamos aqui de um momento no curto-prazo da história, mas de fazer historia para as próximas décadas.
Propor por propor um novo estado não basta. Temos que saber o que queremos. E pensar no futuro é vislumbrar o potencial do Tapajós como o estado verde da União, com suas unidades de conservação, vocação florestal, condições propicias para negócios sustentáveis, tecnologias de ponta, ecoturismo, serviços ambientais, industrias de baixo carbono que gerem empregos, beneficiem e agreguem valor a produção… quem sabe um modelo de desenvolvimento “2.0” que agregue o social, o econômico, o ambiental, o cultural e possa impulsionar uma outra visão para o resto do país.
Na história recente dessa região cheia de problemas, a mobilização em torno da “guerra da soja” culminando num positivo acordo de moratória, do ordenamento territorial com a criação de novas áreas protegidas, do reenquadramento de grandes empreendimentos (mineração, agronegócio, etc) em prol de mais responsabilidade socioambiental, do “Plano BR163 Sustentável”, da criação do primeiro DFS do país (Distrito Florestal Sustentável), entre outros exemplos, partiu muito mais dos atores locais articulados (públicos, sociais, empresariais, acadêmicos) do que de iniciativas da gestão estadual – em geral “participassiva” ou contrária ou obrigada a fazer por pressão – mesmo quando de sua competência.
A ausência e/ou inadequação do ente estadual no atendimento às peculiaridades do Médio Amazonas acarretou há tempos uma cultura de dialogo muito mais direta com Brasília do que com Belém. Isto também tem custos.
E temos que admitir que custos são inevitáveis quando se cria um novo estado. Mas não pretendo retrucar falando das receitas de ICMS da BR163 (ainda maiores quando asfaltada), dos impostos/compensações dos empreendimentos mineradores (Juruti, Trombetas, …), entre outros recursos financeiros que vão para Belém e não retornam na mesma proporção à região.
O fato é que simplificar a análise da sustentabilidade à número de habitantes x impostos, aí então é melhor excluir a Amazônia do mapa, fechar os olhos para suas riquezas, potencialidades e oportunidades, esquecer da sua importância para o país e o mundo, além de não querer entender que sem solução para o social não se resolve o ambiental.
De uma certa forma, o Brasil precisa sim pagar a conta da Amazônia hoje para a Amazônia sustentar o país amanhã. Custos? Na verdade, são investimentos. Nunca recebemos nada pelo serviço que a Amazônia presta ao país, evaporando diariamente 20 bilhões de toneladas de água doce que seguem para o sul, evitando a aridez e garantindo terras férteis em estados como São Paulo, Paraná, entre outros.
Sim, fazer acontecer o Estado do Tapajós é um desafio imenso, uma batalha constante, mas sonhar não é proibido. Não é nem essa questão dos outros sempre estarem decidindo pela gente, dos “mocorongos” também serem cidadãos brasileiros,… Só queremos uma chance para o debate, mas que vá além do dizer “não” apenas por causa de outros projetos de criação de novos estados…de se abrir um precedente perigoso…de farra de políticos…de mais salários para deputados e senadores…
O que foi aprovado no Congresso não foi a criação do Estado do Tapajós, mas sim um processo de consulta popular, onde virá a tona os prós e contras. Enfim, uma discussão extremamente saudável.
Para os radicalmente contrários, serve o consolo do eixo Belém-Ananindeua também participar do plebiscito, o que torna sua aprovação mais difícil. Ser a favor ou contra o Estado do Tapajós é uma coisa. Ser favorável ao debate de preferencia qualificado é outra. Se não surgir um novo estado no Pará, que o debate ao menos resulte em soluções mais permanentes (politicas de “estado”, no sentido da palavra) para essa região determinante para o futuro da Amazônia, do país e do Planeta.

Woah! I’m really loving the template/theme of this blog.
