Movimentos sociais lançam articulação Pro-Tapajós

Aconteceu hoje na sede do Sindicato dos Trabalhadores Rurais de Santarém, o lançamento da Articulação Popular pela criação do Estado do Tapajós. A proposta é envolver cada vez mais a população nos debates, apontando mais do que a campanha pelo SIM, mas também para os desafios que a sociedade terá pela frente na construção do novo estado. A seguir, a Carta Aberta lançada na manhã de hoje, onde as organizações apontam porque dizer SIM ao novo Estado do Tapajós.
SIM AO NOVO ESTADO DO TAPAJÓS
A criação do Estado do Tapajós sempre foi um ponto central da pauta de reorganização territorial e administrativa da imensidade amazônica. Um processo que já se desdobrou com a divisão do Estado de Mato Grosso, formando então o Mato Grosso do Sul (1977) e com a criação do Estado de Tocantins (1989).
Fruto da revolta de sua ocupação predatória, e com a “ausência do Estado” na região amazônica, a ideia do Estado do Tapajós é um projeto antigo, que tem percorrido toda a história da nossa região. Um projeto que agora volta para mais uma etapa: com o Plebiscito para a criação dos Estados do Tapajós e Carajás, quando pela primeira vez, o povo da nossa região será ouvido sobre a questão.
O Tapajós é parte integrante do bioma Amazônico, uma região que representa um terço das reservas de florestas tropicais úmidas do planeta, que possui o maior banco genético e abriga um quinto de toda a disponibilidade mundial de água doce.
Uma região riquíssima e de tamanho continental, que abriga numerosos povos indígenas, comunidades tradicionais, além de municípios, metrópoles e estados. Uma variedade e uma peculiaridade que não se encontram em outras regiões do Brasil.
Uma região que apesar desse imenso potencial, continua sofrendo com a “ausência do Estado”, quando verificamos que o Gasto Social per capita na Amazônia, ainda corresponde a pouco mais de 60% do Gasto Social per capita no Brasil. Com a pobreza e a falta de desenvolvimento persistindo para a maioria da população.
Por isso, a presença do Estado, ainda que seja como agente regulador, torna-se imprescindível. Ainda mais no Pará, que mesmo detentor da maior economia da amazônia, é o Estado com os piores índices de desmatamento e de desenvolvimento humano da região norte. Mais uma vez, comprovando a “ingovernabilidade” do seu enorme território, o que torna imprescindível a necessidade de sua redivisão territorial, com a criação de duas novas unidades federativas (Tapajós e Carajás).
O TAPAJÓS QUE QUEREMOS
No Tapajós, o movimento de emancipação nasceu e cresceu sob três grandes pressupostos básicos: O isolamento geográfico; O abandono politico; e as vantagens econômicas da emancipação, elementos esses, que sempre fizeram parte da retórica emancipacionista de diferentes gerações.
Apesar da importância desses argumentos, a ideia de reorganização político territorial do Pará, sempre foi taxada de elitista, com poucos momentos destacando o protagonismo popular da região. Por isso, a popularização do projeto ainda não se consolidou, cabendo agora, ao movimento plebiscitário Pro Tapajós a grande missão de fazê-lo.
Se a “ausência do Estado” foi o motor do anseio popular para um novo Estado, precisamos agora do combustível que fortaleça a perspectiva de sua criação, acrescentando mais elementos ao nosso projeto politico.
Em primeiro lugar reafirmando a Identidade Comum de nossa população com seu território, que hoje representa um conjunto de 27 municípios, unidos pelo mesmo perfil, social, econômico e ambiental. Uma identidade social e cultural construída historicamente, que solidifica e unifica a região.
Em segundo lugar, prezando para a Sustentabilidade Socioambiental da grande região oeste do Pará, uma das últimas fronteiras verdes, com uma significativa população nativa, mestiça e oriunda dos processos de colonização da região.
Uma sustentabilidade associada aos valores humanos, capaz de trilhar um novo modelo de desenvolvimento; ambientalmente sustentável no uso dos recursos naturais, na preservação da biodiversidade; socialmente justo na distribuição das riquezas e na redução da pobreza e das desigualdades sociais; que preserve valores, tradições, e as práticas culturais regionais.
Um novo Estado, que deverá se basear nos princípios da democracia e da participação, acima dos interesses oligárquicos e de grupos políticos que historicamente vem dominando a politica e o poder no Pará. Um estado descentralizado, que não reproduza os vícios que tomaram o Pará e sua capital Belém o centro monopolizador dos recursos públicos. Um Estado que deverá ser a negação de todos os malefícios e práticas politicas que historicamente foram os percalços para que o Tapajós não se desenvolvesse e o povo não fosse feliz.
Queremos um Estado do povo para o povo, representativo de toda a população do Oeste do Pará, nas suas diversas formas de organização cultural e composição demográfica. Um Estado presente, atuante, indutor de políticas que promovam a justiça e a equidade, em oposição a ausência do Estado na região.
Um projeto de Estado com dimensões menores, com a responsabilidade de formar novas lideranças para administrá-lo, sem o qual não superaremos o jogo de dominação que persiste nas regiões do Brasil e da Amazônia em particular.
Enfim, temos o desafio de lutar por um Estado do Tapajós sedimentado em valores modernos de democracia e sustentabilidade social, ambiental, econômica e cultural, que prisma pela “sustentabilidade” e não por um “crescimento” a qualquer custo. Um projeto de reorganização territorial que sempre esteve no imaginário de toda a população do Oeste do Pará.
